itself at the mercy of

a monopoly.
The very considerable concessions which
have been granted at the expense of the general taxpayers
of the Colony go, in my opinion, as far as the Government
is justified in going especially in view of the fact that
the benefit of the measures taken accrues entirely to one
producer, the Green Island Cement Company Limited.
